If your registration renewal is coming up and the car also has not been properly cleaned in a year, combine them, you were going to be here anyway. If you are selling a car privately, doing both is the single highest-value thing you can do to how the car presents.
If the car has a mechanical fault you are worried about, deal with that first and book the cosmetic work around it. A detail is not urgent; a car that is not running right is.
